En vísperas de la destrucción de Jerusalén por la tropas romanas de Tito, un joven miembro de la familia de Jesucristo pone a salvo las memorias de Santiago el Justo, el hermano de Jesús. Mil años después, el documento se halla de nuevo en la Jerusalén asediada por los cruzados, donde la comunidad judía pretende utilizarlo como prueba de su inocencia en la muerte de Jesús y los jefes cristianos tratan de impedir que su mensaje provoque un cisma en la Iglesia. Jerusalén narra la historia de unos personajes antagónicos pero cuyos destinos parecen condenados a cruzarse.
Juntos lucharán por la Ciudad Santa, pero también por sí mismos y por los que aman, intentando al mismo tiempo conservar su dignidad ante el despiadado fanatismo y la intolerancia más feroces cada día, y que presagian la insensata matanza final.
